(6) NDT Beneficiaries-
The beneficiaries of the Nakovacake Development Trust are those individuals who, at any given time, are officially registered in the Vola ni Kawa Bula (VKB) maintained by the iTaukei Lands and Fisheries Commission (ITLFC). These individuals are recognised members of Yavusa 3 of Nakovacake, comprising the Yavusa Tukani, Yavusa Noi Naiqoro, and Yavusa Botiluvuka.
The Nakovacake Development Trust is entrusted with the responsibility of managing revenues generated through its commercial activities to support the social and economic welfare of its beneficiaries.
NDT has developed a strategic framework for the allocation and distribution of funds to support the following areas:
- Equal distribution of monthly lease income;
- Financial support for village development schemes;
- Voluntary contributions to the Fiji National Provident Fund (FNPF);
- Assistance with social activities, education, and housing assistance;
- Support for the elderly, widows, and persons with disabilities; and
- Funeral and bereavement assistance.

Beneficiaries
All resources are collectively owned by the “Yavusa e Tolu (3) of Tukani, Noneiqoro and Botiluvuka” therefore all living members that are listed on the VKB entitles to the benefits of these resources after value adding from the VNHPL (business arm).We have plan and develop allocation of funds arise from the revenue stream generated by the company to meet member’s social and economic obligations such as monthly lease income equal distributions, future village scheme funding assistance, FNPF voluntarily contribution, wedding funding assistance, education funding assistance, housing funding assistance, elderly, widow and disable funding assistances and funeral funding assistance. The trust shall be responsible for each members obligation by leaving no one behind and ensure that each members share equally.
NDT, VNHPL & NDHPL Chairman, Brigadier General Manoa Driuvakamaka Gadai Chairmanship Philosophy Term: 5 years from 2022–2027.
My philosophy as Chairman of the Nakovacake Development Trust (NDT), Vanua o Nakovacake Holdings Pte Limited (VNHPL), and Nasaulevu Development Holdings Pte Limited (NDHPL) is rooted in the principles of our 2013 Constitution, the 2015 Companies Act, the Government’s Trust Act, relevant commercial and management policies, and our Strategic and Business Plans.This philosophy is intended to guide all Trustees, Directors, and employees toward Godly, just, and purposeful action. Our entities will operate as cohesive units comprised of God-fearing, professional, and mission-driven individuals. We will uphold humility, integrity, excellence, and teamwork in all that we do.I expect every member to pursue both personal and professional excellence with respect, moral character, and spiritual courage. Success lies in always doing what is right, putting God first, and demonstrating discipline, initiative, motivation, and high professional standards.
The Five Pillars of My Chairmanship
These five pillars, symbolic of the five stones chosen by David to face Goliath, will serve as our foundation for future success:
(1) God First -
In everything we do, we must put Almighty God and His Son Jesus Christ first. This spiritual foundation will be the cornerstone of our vision and mission. A tenth (tithe) of all business revenue will be returned to the Church to ensure continued blessings over our journey .
(2) Leadership with Service -
Genuine leadership is about serving others. As Trustees, Directors, and employees, we must lead by example and walk the talk. Participative leadership, guided by timely and selfless service, will define our stewardship. We must earn and maintain the trust of our beneficiaries, families, and stakeholders. Our leadership will be marked by care, service, nurture, and protection of those we serve.
(3) Discipline -
Discipline is the backbone of our reputation and success. It binds us in times of hardship and sets the standard for personal and collective excellence. Without it, we cannot achieve our vision.
(4) Strict Adherence to the Rule of Law -
In all our endeavors, we must act within the law. During my 35 years in the Republic of Fiji Military Forces, I was always guided by the principle that no one is above the law. We must comply with the 2015 Companies Act, the Trustees Act, and regulations from all government, statutory, and financial institutions. Legal compliance ensures integrity and sustained progress.
5) Unity -
Unity is essential. Without it, we cannot move forward as NDT, VNHPL, NDHPL, or as the Vanua o Nakovacake. Quoting President Ronald Reagan, "Foster greater unity through an atmosphere of inclusion and respect for diversity." While we may have differing views, we must remain inclusive and respectful. As Ephesians 4:3–6 reminds us, we are one body, one Spirit, united in faith and purpose. Our unity will empower us to achieve our collective vision.
